The Building Completion Certificate (BCC) is a crucial document issued by the Special Planning Authority (SPA) of the Maharashtra Industrial Development Corporation (MIDC) for industrial, commercial, and residential plots. It verifies that construction adheres to approved plans and complies with building regulations.
Obtaining a BCC for MIDC Plots
Plot Lease
: MIDC grants plots for a 95-year lease.
Development and BCC Timeline: Plot holders must develop their plots and obtain the BCC within a stipulated timeframe, determined by the zonal division.


SPA’s Role:
Building plans approves advance construction.
Verifies completed construction against building norms.
Issues the BCC upon successful verification.

Permissions are necessary for establishing a new industry.

Streamlined Application Process for MIDC Permissions
To simplify the process, a common application form will be available online:

Applicants submit the form online.
Sometimes hard copies with necessary documents are submitted to the respective SPA office.
Ensuring a Smooth Application Process
The SPA will coordinate with relevant authorities for approvals not under their direct purview:

Building plan approval
Fire NOC: Forwarded to the Fire Department (if plot size necessitates).
Water Connection/Drainage Plan: Forwarded to the appropriate Engineering authority for cases where the SPA is not the granting authority.
CETP Membership: Verified by the concerned CETP Society for fee determination.

Response Timelines:
Respective authorities have 15 working days to provide comments, or a demand note after receiving a proposal from the SPA.
The SPA will communicate any required compliance to the allottee within the next business day.

Demand Note and Payment:
After compliance is received, the SPA combines all demand notes from relevant authorities to the allottee.
The SPA issues approvals upon receiving payment for building plan approval, water connection, etc.

Incomplete Applications:
If the allottee doesn’t submit complete compliance documents within the Citizen Charter timeframe.
SPA will issue approvals for compliant activities and withhold approvals requiring incomplete documentation.
